Observations of advanced local access network investments suggest that successful deployments address four themes to ensure financial sustainability and market acceptance as utility operations. In addition to the four design themes ('enabling innovation', 'enterprise needs', 'economic growth' and community development') the paper also identifies the significance of strong local leadership, local identity and deep community engagement. The paper concludes that FTTx investments require business models that are entirely different from earlier telephony-based access network designs.
